On April 1, 2026, the Airport Commission filed suit against the Town Manager seeking a declaratory judgment that the Commission, and not the Town Manager, has authority over the care, custody and management of the airport by virtue of the Massachusetts Airport Act.

On April 9, the Superior Court issued a preliminary injunction against the Town Manager, citing “the Town Manager’s desire to control issues at the airport that are beyond his authority… which have inhibited the proper functioning of the airport”.

On May 4, the Commission filed a Complaint for Contempt against the Town Manager, and on May 6, the Judge (after stating in open Court that he thought that the Town Manager was “being cute”), amended his preliminary injunction to spell out with detailed specificity for the Town Manager what he could not do while this case was pending.

On July 1, the Commission filed a Motion for Summary Judgment, stating that there was no disputed issue of material fact and that the Commission was entitled to judgment as a matter of law. On July 30 (the due date for the Town Manager’s Opposition to the Motion for Summary Judgment), the Town Manager instead sent interrogatories and document requests to the Commission seeking information which was already in his possession and which was, in any event, irrelevant to the issue before the Court, in a purposeful effort to delay this case.

The behavior of the Town Manager (and of Town Counsel, who cast aside professional ethics to do his bidding) reflects poorly on them both and on the Town they both work for.
