The Yes on Charter Change Committee was formed by a group of citizens looking towards the future of Plymouth.

While the current form of Plymouth’s government has served the town well since its inception, with the projected increase in population and budget (currently close to $350 million), we feel it is the right time to ask the citizens of Plymouth what form of government we need for future growth.

This municipal budget covers operations and schools with recent discussions and projections showing the town will “fall off the fiscal cliff by 2032” (see the joint board meeting of The Select Board, Planning Board and Economic Foundation Board of January 21, 2026). In addition, current population is estimated to be around 66,000 people, making it one of the 20 most populated communities in the Commonwealth. It is estimated that our population will exceed 70,000 people by 2030. When this occurs, the Town of Plymouth will be the only community of this size in Massachusetts utilizing a traditional or representative Town Meeting form of Government.

The mission of the group is to bring this decision to the residents.  Starting in September of 2026, we will be collecting over 8000 signatures from the voters of Plymouth. The goal will be to place thisBallot Question on the May 2027 town election. In addition, this group will back 9 candidates who support a change in Government, and to campaign for the 9 seat Commission, which will also be on the May 2027 town election ballot.

If successful in the May 2027th town elections, the 9-person commission will be seated and then will hold public meetings and invite citizens of Plymouth to come in and discuss the process and suggestions for change of government. We project the vote for the new charter with a change of government will then be on the ballot for May of 2028.

We have started the process of raising funds to assist with the collection of signatures, with the goal of electing 9 commissions who are interested in a real change.
